At the point he made that mistake, he had been in the WH security bubble for close to 12 years. When he entered that bubble they did not exist, and a VEEP, even less a POTUS, does not do their own shopping. The SS will frown on that, it is a security issue.

So that one, ok... textbook example of what that security bubble looks like.
