In professional situations involving sexual harassment the man is almost always the boss and the woman a subordinate. Women are rarely harassed in any significant way by a co-worker of equal or lower status; if an equal or lesser co-worker does or says something inappropriate it's usually pretty minor and easily shut down. When the boss does it he's telling the woman not only that he wants her but that he can have her and she can't do anything about it.
