2. Wonder if this was just a wild Q rant or in reference to something specific?

I know the Shasta area is having hard economic times due to combination of the pandemic and the drought. The lake is so low that much of the tourist business it normally feeds is way down and that is decreasing incomes and causing higher unemployment.
