Who would use it for its intended purpose. Horse owners (maybe other livestock) would have to go to a vet for a prescription. I think of Sudafed which is not available right over the counter any more. Either have to ask the pharmacist or in some states get a doctors prescription due to people abusing it. Not the exact same situation, but a few can screw things up for the many.
