We keep dancing around this topic but it's obvious that TFG and his minions planned this from start to finish. There's a reason why the Capitol police presence was light and the National Guard was MIA for hours. Seriously, one officer protecting the hallway to the Senate chamber? Really?

I think the thugs who came through those windows meant business and would have killed if they had the opportunity.

But the other thugs who came in through the doors ultimately didn't believe tfg enough to go through with the murderous plan.
