Answers to that question are complicated, the roots of which go much further back in our history than Ronald Reagan.
Just my opinion, but I think a big part of the problem is deep seated bigotry against immigrants who are different from the current majority. Germans, Irish, Chinese, and anyone of foreign religion or race have been discriminated against -- and the wounds of the tumultuous Civil War have never fully healed.
What does this have to do with tax rates over the last forty years?
The malefactors of great wealth have learned how to manipulate voters by triggering their deep seated bigotry and fears. The "Solid South" was a Democratic bastion until LBJ signed historic Civil Rights legislation. The flip from blue to red wasn't immediate, then Reagan with his Southern strategy and "Make America Great Again" sloganeering (yes, he used that phrase) rallied disgruntled Southerners to the Republican banner along with those gullible enough to fall for the shallow veneer of patriotism and Christian morality. The issue of abortion secured the White evangelical voting block.
All of this has become part of the "conservative" ideology which includes low taxes and antipathy towards our own government, which was the prime objective of the manipulative malefactors all along.
That's why the politics of the right is so heavily focused on culture wars -- that's what fires up their base and keeps them voting against their own best interests.
