...because its an administrative type of crime, the most he could get is a year and fined. Fairly sure he won't get the max.

And that still does not compel him to testify in Congress.

I guess they could subpoena him again and he might show up. But plea the 5th all the way through.

So yes, this is satisfying, but he's not going to be in jail for 20 to life. Unless of course, he gets indicted on other crimes.
