They're very different places with very different mindsets.

I haven't voted in NY in decades and I don't remember how the gov/lt gov elections work, but I've always suspected that Cuomo had Hochul as a running mate because when he first ran for governor (without her on the ticket) he was trounced in Erie and Niagara counties, two usually stalwart Democratic areas and he felt he had to do something next time to appease them.
