Honestly, we need to step outside our bubbles of comfort and look at this like DEMOCRATS should.

Who really needs these tests? People who can't afford them!!

And yet the distribution program seems designed to exclude precisely those people. Large families. The unhoused, sharing space as they can find it. And so on.
