Also there are vending machines that sell stamps, at least there used to be. You should be able to order them online directly from USPS and pay by credit card, and the mailman delivers them to your door.

All three of these options would be independent of your small local post office that may not be well-managed. I'm not sure if it's DeJoy's fault, he probably has no interest in the local post office operations.
