That traffic can be controlled without too much trouble. Of those who try to go the whole cross country route maybe 5% of them will get there. Lots of obstacles to navigate along the way.

We have the Civil Defense (Law, Act, ?) that under national emergency, all commercial trucks come under the command of the federal government should the appropriate agencies deem it necessary. So there's that for one problem the truckers face.
