4. Speech is only free when true and needs to be said.

That which is spoken needs to be true, efficacious, needs to be heard, needs to be said kindly, and (among other things) ought not worsen matters.

There is no freedom of will behind too much of what is shouted in public; too many are simply shouting their inner torments, tantrums and terrors.
