Musk will add an edit button, get rid of some of the bots. But the basic rules will remain, no threats, calls for political violence, posting of medical disinformation that could be harmful.

Perhaps some cuss words may be allowed, but in the end, most of the current regulations will remain in effect. Twitter tried being a free for all early on, chaos and major advertisers left. Musk is dependent on great tech employees and coders, they are in high demand. So he will not make much changes in regards to actual rules and regulations on harmful speech.
