The analogy in the criminal system is clear. If you are an average Joe and you rob a bank you get the book thrown at you. If you are a corporate banker who robs a bank you get deferential treatment and as we saw in the 2008/9 Great Recession.
If prosecutors make a deal with a company they tout the biggest fine BUT no one pays back the money, no one admits they did anything and no one goes to jail.
F that.
Maybe the concern is that if they go after the corporate or political criminals and lose then the gloves are off and all these guys will know for sure that none of the laws are enforceable. They will then be free to go even further.
But that fear should not stop them from trying. That just tells them you are weak and feckless.
