or just something that is referred to as a right, when effectively, it doesn't exist anymore?

If I have two legs that are non-functional, I can still say that I have legs, but when in actuality, they might as well be cement blocks, because to me, they are useless.

Same thing with rights. Sure, a right can be called a right, but if you are denied the use of that right, does it remain a right?
