Some in the EU are extremely low cost (or in some cases still tuition free) for non EU citizens.

Universität Wien (University of Vienna) is a superb uni, massive in size (over 90,000 students) in a truly extraordinarily high quality of living city, has a shedload of courses and programmes in English, and the non EU tuition rate is only 726.72 Euro plus the Students' Union fee of 20.70 Euro per semester (total sum of 747.42 Euro per semester)

That is only $786 per semester (and it only takes 3 years in most non US advanced nations (the 4th year is another scam that the US does) to earn a bachelors (and it is somewhat easy to do it in less time, say 2.5 or even 2 years, if you really buckle down)
