56. But Trump didn't issue any pardons ...

In the three weeks left in his term after this memo, Trump did not issue pardons for any of these people.
It's not as if it would have cost Trump anything to do so.
It's just that Trump is accustomed to not paying the people who work for him; not paying them even in non-monetary terms.
