Shuffling priests and pastors around enables them by giving them new victims instead of stopping them when it could be stopped (prison).
The institution holds itself to the highest standard.
More accurately, they pretend to hold high standards but are as bad as any other group and worse than most because they enable the abuse in secret with no transparency or accountability unless victims survive the psychological trauma without suicide and then sue.
That's what it takes because the abuse is systematically enabled.
