I mean, it's as obvious to me as the nose on my face…"wear[ing] pants, trousers…which…intentionally exposes undergarments". She's just bycatch, a dolphin in their tuna net.

Of course, with the "cleft of the buttocks" criteria, Joe The Plumber is just as illegal as their targets, but I somehow doubt they'd prosecute that one.
