If new facilities that would benefit the effected tribe and fed investment is included, they might be able to negotiate something. Reservations face encroachment battles every year, from investment or extractive industries to state and local governments, it's endless.

If there could be economic benefit, like jobs and tax revenue along with access, I could see where a few tribes might see it as a worthwhile.

And that's the only way that could work.
