Of course, he thought of Congress as the enemy- like the oppressive British Redcoats.
I can imagine him beaming that idiotic smirk of his, envisioning that crappy photoshop of his head on Washington's body in the boat across the Delaware-- and that it would hang in the hall of Congress which HE WAS GOING TO DEFEAT!
They and the VP were going to deprive of him of what he wanted! And that couldn't be!
