3. That's why someone has to apply for their benefits they earned

Because if they don't apply, the State or Federal or social services gets to keep that money.

The government can easily enough figure out who earns the benefits without putting a usually elaborate application process in the middle of it.

It's the same with taxes. The IRS should be sending you a bill not you having to figure out through a very complicated process of what you owe them. Imagine you having to figure out your electric bill every month and paying it, but if you get it wrong they fine you.

But that's what government agencies do. It's a game of gotcha...... except for the filthy rich, they are exempt from the gotcha.
