An extradition treaty only states that the signatories WILL return fugitives. It is thoroughly allowable for a country with no extradition treaty to return criminals to us; they just don’t have to.

True story: sometime between 1987 and 1991 a soldier assigned to the 11th Armored Cavalry Regiment in the Fulda Gap of Germany got pissed off at his unit and decided to defect to East Germany. He decided to buy his way in by giving the communists the 11th ACR’s war plan. He copied it to a laptop and crossed the border through the Helmstedt checkpoint, then drove around until he found a Soviet unit to turn himself in to. The Soviets made a copy of the war plan then called the 11th ACR commander to ask them to come get this asshole. By now he’s got to be out of prison. Apparently that was a fun court-martial; it’s not often GRU colonels are witnesses for the prosecution in an American court-martial.
