Not just Garland but all Federal Prosecutors are quick to sopeana/search warrant and slow to indict and prosecute.
Almost by definition they will prolong actual prosecution if more evidence is possible.
With conviction rates in the high 90s FP don't want to start trials until they have passed both preponderance of evidence and beyond a reasonable doubt to "fucking caught him with his hand in the safe with video, pictures, DNA, fingerprints, and confessions.
They will move quickly to get evidence but may not move on prosecution unless it's a slam dunk.
