TFG, being a right moron, had his minions pack up everything they could find regardless whether it was stamped Top Secret, figuring it would be valuable in some way, and not caring that he wasn’t entitled to take it. When the Feds told him it was illegal to possess that stuff for any reason he hid it instead of complying with the subpoena. That certainly sounds like something he would have done.
