Security did stop letting people leave for a short time. it had nothing to do with trying to keep people hostage though. If you look at the twitter feeds of the reporters that this story is based on both of them clarified that it was only for a short period.

My bet is it was while Romney was ariving at the event. He was 2 hours late getting there.

Most likely SOP when the candidate arrives.
