More likely, he was trying to repeat the stunt the KKK types pulled back during the civil rights era, when they sent a bunch of black people there, trying to embarrass President Kennedy. He was hoping it would be successful this time. Ooops. This is all about trying to prove that "liberals" are hypocritical NIMBY types. I'm sure the fact that the Obamas own a place there played into it, as well.

As for the time it takes to award U Visas, these things can be expedited. As they often are in high-profile cases. If they want to deport any of them, they'll deport them. That being said, it's still going to take time to sort through all the legal chaos this stunt caused, regardless.
