"Fortune favors the well prepared." The Neo-Cons with their Project for a New American Century reference to a "New Pearl Harbor" certainly were well prepared when the attack came. (Rumsfeld wanted to invade Iraq in the immediate aftermath, despite being told by Richard Clarke and others that Iraq had NOTHING to do with 9-11.)
