3. Poland has to invoke Article 5 before NATO can retaliate.

Since it is not yet clear whether the missile strike was intentional or accidental, Poland is more likely to invoke Article 4, which allows members to bring the issue before the North Atlantic Council so the members can decide how to proceed. Stoltenberg has scheduled an emergency meeting for tomorrow in Brussels.
