just like finding something with Hillary was not the goal.

The goal is to smear the Biden name with innuendo and accusations of something illegal or unethical in order to discredit Biden and by extension, Democrats.

Most people do not pay close attention to details of things like this. They get general impressions from how things are presented. Hillary's e-mails are an example in an experience that I had with a co-worker in 2016. When Comey announced that Hillary was cleared, a coworker told me that, since she had been acquitted, she should be treated as innocent. I told him that she had not been acquitted of anything because she had never been charged or tried for anything. He was genuinely shocked to hear that and started to disagree with me, but another coworker backed up what I said. So the guy who thought that she had been tried and acquitted asked me what it had all been about. I told him that it was just a Republican shit show investigation, without any basis other than political smear. They made a big public deal out of looking for something so that people like him would think that she had been charged and got away with something.

The reality is that once somebody is treated as a suspect, there will always be people who believe that that person is guilty of something. They will say, "Where there's smoke, there's fire."

Political strategists know this and use it. It's hard to fight the impressions that they deliberately create. The more you fight back, the more attention it gets. About the only thing that works is if the accusers are clearly, unequivocally exposed in their lies to the point that THEY become the ones who are embarrassed and discredited.
