During the Clinton administration, in the ecommerce division, serving from 1998 to the end of the administration.

Edited to add: GWBush also nominated him to the Amtrak board, a position that required Senate confirmation. He served there the full five years of the position, from 2006 - 2011.

So he was indeed a government employee. TWICE.
