Tracy looks exactly like a candidate running for Republican VP who is, more or less, a Herschel Walker. Jack (Alec Baldwin), a Republican, forbids Liz (Tina Fey) from writing any jokes about him for her SNL-like show.

So she doesn't write anything. She dresses Tracy up as the governor and has him just repeat things the real one actually said during interviews.
