so if Cochise doesn't "certify" theirs, which is really a matter of reporting, since according to the one sensible supervisor there, they have already verified the accuracy of the count, then it doesn't get included in the statewide total.

This is not the first boneheaded, grievous mistake made by the Cochise County Board of Supervisors. They have a long reputation of inept incompetence to maintain. I grew up there, I know.
