There are and should be exceptions.

There have members of Congress expelled from Congress like Hasstert, Rostankowski, for criminal acts.

Kevin McCarhy lacks the intestinal fortitude and courage to have his members expelled from Congress even if caught with their hands in the proverbial cookie jar.
