9. The motion to vacate is "privileged", yes, but I don't think it supercedes all activity

Maybe I'm wrong, but I don't think a member of the House can utterly halt all House activity by making a motion to vacate, losing that vote, and simply making the motion over again ad infinitum.

These assholes can slow things down, and cause McCarthy endless embarrassment, but I don't believe they can't grind everything to a halt with this tactic.
