1. The DOJ was investigating Trump pretty much immediately after Biden took over.

This was okay, because Trump was a private citizen at the time. It was only when Trump announced for 2024 that Garland appointed a special counsel, due to the conflict of interest of having Biden's DOJ investigate a potential opponent.

With Biden, he's the president now. So any investigation relating to him needs a special counsel, due to the conflict of interest.

Both investigations started quickly, as they should.
