Top tier races are Tester (MT), Brown (OH) and Manchin (WV)

Second tier are Baldwin (WI), Rosen (NV), Casey (PA) and Sinema (AZ)

MD at risk if Cardin retires and Hogan runs

Looking at Cruz (TX), Scott (FL) and Hawley (MO) as potential targets
