Contradictory instructions from 2 officers equals non-compliance to one.
Hands up vs don't move!

Upset by being manhandled equals resisting arrest.

George Floyd - attacked an officer's knee with his neck, officer had to press harder. Right?

The beatings and deaths will continue while police forces continue to give violent thugs uniforms and guns.
