According to the NY Times the Most likely charge with regards to the Stormy affair is bookkeeping fraud under article 175 of the NY Penal Code!? Really, thats it?

I get that this is the first step of a string of indictments, but as the saying goes if you shoot at the king don't miss, well this seems like kind of a weak shot.
