It seems obvious that he chose Waco as an obvious PR/incitement stunt because the Branch Davidian event is a big deal to the anti-government far right, including DVE. Timothy McVeigh cited it as a main reason for Oklahoma, it's big to the militia movement, etc. He's trying to inflame civil unrest by equating what the evil Democratic government is doing "to" him with how they view Waco. Including that Koresh's followers resisted (to the death as it turned out, whether they intended that or not) to save their leader from arrest.
If more came out of it (very unlikely), this psychopath (I believe -- how many more than a million dead Americans, as well as permanently traumatized children, do we need?) would only count the bodies for what they say about devotion to HIM.
But he would be elsewhere, plotting next moves depending on results.
He's going to be disappointed in them.
