Because they don't. In fact they never have.

However I see virtually everyone making this mistake.

My guess here is that they want to do a layoff, but don't want to pay severance. So they withhold the bonus, piss off a big chunk of staff who will now take a job elsewhere.

Viola! Free layoff.
