Mayors, Police, Prosecutors and Judges

Isn't that one of the reasons there is opposition to Mississippi state government intervening in Jackson policing?

How does one reconcile saying the governor of a state is responsible for crime and violence in a city, while also saying they have no right to interfere with local elected officials.
