It is only in the last century that it has had legal rules attached to it. Borders are artificial, but they are accepted by the world at large. Certainly we aren't going along with the russians on that.
We should have better laws, but what he's saying is just emotional. People don't have the right to live in the US legally due to their having more indigenous blood than many American citizens do.
