The first step is banning books deemed "inappropriate." Relatively easy since many people don't read. But it does make the next steps a bit easier... banning speech deemed "inappropriate." Next comes banning thought deemed inappropriate.

If you think that could never happen here, just look at the Weimar Republic. The land of Goethe and Beethoven.
