But how does one un-game a system? Putting the genie back in the bottle never happens. It would take a Democratic Majority with 68 Senators and bullet-proof House to pass serious ethics laws. And once they get in power with that kind of leverage they're more in the mode of patting each other on the back than fearing the crooked system they were elected to fix.

Also note how corruption is rampant around the world in all levels of democracies and its variants. Perhaps money has overridden politics. Or too many things are public information these days.
