State representation is much different now than it was in the 1800s. Having a North Dakota AND South Dakota is justifiable not by logic alone but by history.
Instead, if your state doesnt have enough people to equal at least 30% of Californias, for example, then you must combine with others to achieve a size sufficient to warrrant 2 senators.
It will never happen, of course.
We will just keep the status quo that lets the tail wag the dog.
