4. No, I think these rulings were for "rehabilitation" - only 2 GOP seats at risk.

It's a calculated risk. They're (The Federalist Society and fellow Travellers) hoping that inflation and Media propaganda will keep them at least at the 12 seat majority they have now. Who would care if 2 seats in safe deep red states might flip. To them, it's like reversing a turn on a stuck screw about a half twist to reset it so it goes in easier.
They're also planning on a strong Senate flip in 2024, maybe not Veto-proof, but certainly a more Democratic and Ethical Judiciary proofing.
