Well, in my experience, I don't "think they aren't," I know for a fact that they aren't. It's a rule on paper that nobody enforced. Weak and meaningless in the apartment flats and townhouse apartments and townhouse condos that I've lived before. Even direct complaints to management or the HOA was met with the response of "there's really nothing we can do". Although apartment or cluster living may be more economical and sustainable, it's miserable living when neighbors engage in such behavior. Legal or not, it's intrusive and obnoxious. Next in line would be loud music, parties, screaming/stomping children and domestic abuse or shouting-spouses. I'd rather live in a prefab garden toolshed in the middle of the woods before I'd put up with that again. Y'all can have it!
