6. Came here to say this, they don't WANT new industries to revitalize the area.

They want COAL. They want their children to toil in the pit same as Daddy and Pawpaw did. I'm honestly convinced if you offered an industry that paid 5x what mining did, for 4 hours a day of desk work, they'd turn it down. Damn Scots-Irish masochism.
