Also, in addition to Kentucky, six other states (Hawaii, Maryland, Montana, North Carolina, West Virginia and Wyoming) require their governor to fill Senate vacancies from a list of nominees submitted by the previous senators party.

I don't know if previous laws empowered appointments, but it is likely. Many states have.
